good morning, everybody. welcome to "early start" on this tuesday. good morning, christine. i'm alina cho. >> and i'm christine romans. good morning, everyone. at long last the stars may be aryaning on immigration reform, but it's so tricky that president obama is expected to issue few if any ultimatums in las vegas. eight sfenators, four from each party unveiled their step toward an agreement. conservatives aren't happy with it rerks jekting it as a form of amnesty. lawmakers are said to be working on a plan of their own. white house correspondent brianna keilar is looking at it. >> reporter: in 2011 president obama went to the border town of el paso to press for comprehensive immigration reform. >> out of many, one.

we define ourselves as a nation of immigrants. >> reporter: that went nowhere. now in a second term, the president is trying it again, heading to las vegas today to push for border security, a verification system for workers and punishment if they don't and the most significant and controversial part of the president's plan, a pathway to citizenship for undocumented immigrants. it includes registering with the government, undergoing background check, paying taxes and a penalty, and learning english. a solution has alluded past presidents including george w. bush. >> legal immigration is one of the top concerns of the american people, and congress's failure to act on it is a disappointment. >> president obama did announce during his first term that his administration would stop deporting some young undocumented immigrants but he was taken to task at a univision

training exercise. they lost contact with it last night over the aid reattic sea. they're searching through rain and snow and dealing with poor visibility. it was reported there's an oil slick in the area. the pilot's condition is yet unknown. new developments in the brazil nightclub inferno. four people have been arrested, a fire that left 231 people dead. two of the people in custody are owners of the kiss nightclub in santa maria. the other two are members of the band that was playing at the club when the fire broke out. police say the band had been using pyrotechnics as part of its stage show before the fire began. boy scouts of america has considered changing its long standing policy against allowing openly gay members. this after months of protests including hundreds of angry

eagle scouts denouncing their hard earned awards and mailing back their red, white, and blue medals. won boy's was rejected because he's gay call it, quo, a step in the right direction. dangerous weather in the forecast be're on the lookout for severe thunderstorms, possibly tornados through the south and of course across tornado valley. jennifer delgado tracking the extreme weather for us. good morning. >> good morning. now we're talking about the potential for severe weather. you see the graphic right here. anywhere in yellow we're talking about the slight risk of severe storm. some of these storms could produce todays. anywhere from orange from the southern parts of missouri to the western parts of tennessee. that's where we could see some of the storms be dramatic. look at this. storms are really firing up from the wefrt to the east you can see moving through parts of

michigan. a lot of lightning associated with that as well as moving through eastern parts of iowa. the area that we're watching is just to the north of gukt re. we're starting to see some of the storms firing up right now and that's where all the action is going to be. we're going to track this for you. the problem is a lot of these storms are really going to get really strong in the overnight hours. we're talking late tonight while people are sleeping. so this is why it's so important to have that noaa radio. you notice for yourself. here's that squall line. it's going to be moving to the east affecting areas like st. louis, down toward southern parts of texas and eventually making its way toward the east tomorrow and then on the back side of that we're talking some snow and, of course, the flood potential. in some parts they can see 2 to 4 inches of rainfall. we' we'll continue to track that more. when i sate it was a big weather day, i wasn't exaggerating. >> you know, jennifer, it's balmy in new york. >> the heat is the problem.

addict. he was convicted of arson charges last august. chick-fil-a has stopped donating money to anti-gay organizations. look at the chicken chain books for 2001. the georgia-based company was caught up in the same-sex marriage debate last year when the president of the company made remarks. gay rights groups were most incensed when they looked at the books. the chicken chain's 2011 tax returns showed no such donations to those groups. a disturbing story coming out of washington state. a man accused of tying up his 4-year-old stepdaughter and shooting her more than 30 times with a pellet gun for, quote, waking him up early. police say the grandmother noticed red marks all over her body thinking it was chicken position. the girl has since been taken into protective custody.

i tell you all of this economic data, corporate earnings coming together and you've had a big rally. stock futures are slightly lower this morning. we'll have more on key data on housing and consumer confidence. i would say the market took a pause yesterday but the dow jones industrial average is up 6% so far this year. again, the best start to the year since january 1994. unbelievable. meanwhile, the mystery between behind the boeing dreamliner's woes has not been solved. still grounded. u.s. and japan northea's offici they eave found no link to the batteries. so now they're still trying to figure out what happened here. was it the complex electronics system that has been causing these problems. they grounded two. it's a very serious situation there. meantime, since the sandy hook shooting, gun sales

continue go up, way up. the american government -- the u.s. doesn't track gun sales so the best way to kind of look at a proxy for gun sales are the background checks from the fbi. we know, according to the fbi, the background checks have been just skyrocketing. eight of the ten days with the highest number of background checks since 1998 have occurred since the december 14th massacre, the same day as the tragedy at newtown. gun shops say semiautomatic rifles, high-capacity magazines are drawing much of this. many gun enthusiasts fear they're no longer going to be able to buy these weapons if washington passes the new gun law legislation. i tell you this part of the market has been really, really on fire. and get this. if you have a clean driving record, you might be ponying up more for auto insurance. that's right. in a case study, the consumer federation of america found that insurers relied more on income-related factors like your

job and your education than your driving history or how many miles you logged on the road. so the study solicited rates for two hypothetical customer. both of these are 30-year-old women with the same car and same mileage. it found that four of the five car insurance companies charged more with those with a high school diploma, more than one with a business maz ter's degree. here's the catch. the resip northwest had a clean driving record and the business executive caused an accident. the person who caused the accident had lower rates. in most instances, alina, the studies say the premiums hat a 25%. >> i don't get the ration al. >> i don't either. i'll tweet out the story so you can see. there was only one of the big major insurance companies that gave the lower rates to the person who actually had a better driving record. >> let's hope that changes.

i'm alina cho. it's tuesday morning, half past the hour. the spanish community eagerly awaiting president obama's speech in las vegas today calling for a sweeping change on immigration. they told him not to announce his own legislation. bipartisan talks on the issue have been that sensitive. "the washington post" says the president does have a plan and that it's more liberal than the bipartisan effort in the senate including a path to faster citizenship for illegal immigrants. yesterday a team of eight senators, four from each party, unveiled their first step toward immigration overhaul. conservatives aren't happy with it, rejecting it as a form of amnesty. as for why lawmakers are tackling the issue now -- >> elections. elections. the republican party is losing the support of our hispanic citizens, and we realize that there are many issues in which we think we are in agreement

it's 8:34 right now. i'd like to share with you some of the headlines of the newspapers. simple errors caused the tragedy. they say there's a look of transparencieien from the authorities. they don't want to show the fire of the nightclub. they're also talking about how it onto had one exit, the kiss nightclub and this is the reason why this horrific tragedy occurred. authorities and firefighters are saying, however, that it's not necessary, according to brazilian law, to have more than one exit, but you should have at least one fire or emergency exit in the opposition direction. they're now requiring two in at least any establishment. i can tell you by being in the city of santa maria, you feel a very horrific mood and gloomy

mood and although people are trying to get back, you can definitely feel that it will take some time to try to get back together to how santa maria used to be. >> yeah, no question. all of those young people and still such a shock there. our hearts and prayers go out to everyone. alejandra oraa, thank you very much. the prognosis is not good for caleb moore following the crash at the winter x games in aspen. a family spokesman said the 25-year-old moore is now in critical condition. he underwent heart surgery on friday and is experiencing, quote, a secondary complication involving his brain. moore's grandfather told the "denver post" it's almost certain he's not going to make it. the senate approve it -- it

featured bipartisan fury. the package includes grants for homeowners and businesses along with funding improvement project os the electrical grid. they denied an effort to require budget cuts elsewhere to offset the cost. in just a couple of hours john kerry is expected to be confirmed as the next secretary of state and he is expected to sail through the full senate after that. kerry, of course, is replacing hillary clinton at state. meanwhile massachusetts governor deval patrick is expected to name a replacement tomorrow to fill out kerry's current term in the senate. all right. the skies could erupt along the south this morning. the threat of powerful thunderstorms and possible tornados. jennifer delgado is tracking the extreme weather for us. it's only tuesday and you've already had a very busy week, my dear. >> that's right. right now we're watching for the potential of severe weather to

pop up later in the day. anywhere in gold, this is the area we're under risk for tornadoes to pop up, but the area in the orange shading, that is our moderate route and this is the area that we're going to see the potential for stronger storms from eastern texas into the southern part of missouri into the boot hill. as i said the real problem is going to come in the overnight hours. you can see a lot of light nij moving through areas like eastern parts of iowa and iowa city. to the north of green bay as well as moving through parts of michigan like grand rapids as well as into ann arbor. we're watching a system down in the south plains. that is going to be our feel for the severe weather as we get later into the afternoon as well as into the evening. and the real problem is going to be when they move through the evening in the overnight hours. look at this. this is going to be moving through the lower mississippi valley. some of these storms, of course, are going to be moving very

42 minutes after the hour. welcome back to "early start." a lot to cover for you this morning. angry anti-government protests raged on through the night despite president mohamed morsi's 30-day curfew. they took to the streets where they clashed with police and disrupted rail service. at least 38 people including civilians and soldiers have been killed in egypt over the past two days. cnn's ben wedeman joins us live from cairo today. ben, good morning to you. just how widespread are these protests? >> reporter: basically we had large protests in cairo and the three cities along the suez

canal, port said, suez, and ismailia. here it appears they're taking a few hours off. in the city of the suez canal, where that 0-day 9:00 pchl curfew was imposed, we're getting reports that in response to the curfew, thousands of people have gone out into the streets overnight, and, in fact, in port said, there was a very large football game staged there where thousands of people attended. so there's a good deal of continuing resistance to the orders of the government of president mohamed morsi, people not happy with his handling of the situation at all. he's been harshly criticized by many people, even those close to him, over his handling of this crisis. >> and, ben, i think obviously -- and you know this all too well -- these pictures are so

familiar. two years ago the arab spring ousted mubarak and brought morsi into power. so remind our viewers what sparked this latest round of brother r p protests. >> reporter: a variety of things. in december a constitution was pushed through by the government and was voted by more than 60% of the population and a referendum. but many people feel that constitution was not fair. it was sort of against the secular minority here in the country. it was really not favoring the christian minority, for instance. therefore, that's one of the sources of unhappiness. there are many people, even within the army and police who feel that the government, the state apparatus has been taken over by the muslim brotherhood of which, of course, mohamed morsi comes from. in addition to that, there was a

interview later today in ""the situation room"." a soldier is now recovering from a double arm transplant. doctors performed the surgery on brendan morocco last month in baltimore. he'll talk to reporters later today at a press conference but morocco has made comments. he says his arms move a little and he says i feel like i finally get to start over. the gun similar to this one, we're going to show you moving from place to place and criminal to criminal, crime reporter ed set out to figure out how and why. he traced the history of this glock over four years ago when it was made. it traveled 5,000 miles and was involved in four shootings. he joins us now to talk about the story of a gun. why, ed, did you want to trace

this gun? >> it was kind of a story of opportunity. every day i read police reports, and i'm looking for interesting charges. one morning i got to the office, and i found a charge against a 25--year-old marcus jerry. police allege that he had stolen a police firearm. the gift in that police report was the serial number and some ballistics information that say this gun was fired in three separate shootings before that gun finally took the life of marcus jerry's girlfriend. >> so mpx 753, that's the serial number. >> that right. >> you trace thad over the course of months -- over the course of crimes and suicide and the miles that it traveled. >> that's right. >> what did it show or what were you surprised that it showed? i don't know if i was very much surprised. i just saw a story. it was much more dramatic than a typical gun story is.

i write a lot about people who steal different things and sometimes they steal guns. i think what surprised me the most in this story was the lack of cooperation with victims. a lot of them were fearing retaliation, things like this, and nobody has really been convicted in any case tied to this gun. >> and that's what law enforcement official ray kelly told us last week, that these guns are the scourge of the police force. that it's not the kind of guns that the white house is considering putting restrictions on. it's these illegal handguns that are the real problem in urban areas. let's walk through the story of this gun. september 19, 2011, boynton beach, florida, a shooting, nobody was hit there. november 9, 2011, boynton beach, a woman hit in the leg. august 4, a man hit in the back.

and then september 13, 2012, that's the suicide. a woman shooting herself in the head with the gun. what's the response said? are there people who have said you're somehow trying to be political? >> you know, the response of this story appears to be mixed. one person sent me a message. he said it was one of the best stories he's red. it's interesting to see, you know, the journey of a gun. another guy said i had no business in the business. they didn't like the story. they thought it was politically driven. as i said before, when i wrote the story, i wasn't looking at either side. i wanted to pursue the story. that's what i did. >> all right. ed komenda of the sentinel in south florida. thank you. a spin through a drive through before a 21-gun salute. a world war ii vet's tasty final wish is next. michigan. a lot of lightning into parts of eastern iowa, including grand rapids and iowa city. what we'll be dealing with as we go through the day. afternoon heating, frontal system, charging over toward the east. anywhere are you seeing in the orange shading, darker shade. moderate threat for severe storms and that means some of the storms could produce tornadoes, just like what we are seeing right now with the tornado watch being issued. in the yellow, slight risk, from houston to parts of illinois. as we take you through the future. what we're really concerned about, with the storms moving through late tonight to the overnight hours. so many people are sleeping. this is going to be the threat that we're talking about. you need to have that noaa radio. notice the line of storms from houston to chicago and parts of arkansas. that storm system continues to move to the east for wednesday, a slight risk of severe storms, and the system doesn't depart

welcome back to "early start." 12 minutes after the hour and a lot to cover for you this morning. anti government protests raged on through the night in egypt, despite mohamed morsi's 30-day ordered curfew. demonstrators took to the streets in cities like alexandria. they clashed police and disrupted rail service. cnn's ben wedeman joins us live from cairo. good morning. >> reporter: yes, well, we've seen -- cairo quieter than it was in the last few days. clashes overnight. but they have subsided. really, the focus of many protests are on the cities along the suez canal, where that 9:00

p.m. to 6:00 a.m. 30-day curfew has been imposed. but the residents of those cities are not really respecting the curfew. many of them purposefully went out and broke it. in fact, one of the cities, a large football match attended by thousands of people in defiance to the orders of a government that does appear to be increasingly unpopular. >> ben, these pictures are all too familiar. you remember all too well that the so-called arab spring two years ago outsted mu bumuu ba-- mubarak, brought morsi to power. as i understand it, there are several little issues that brought these protests in egypt. >> reporter: there are several large issues. opposition to the constitution

momentum builds for immigration reform. moment as way from talking to one of the lawmakers behind a bipartisan plan in the senate. he's the x games athlete who walked away from this violent snowmobile crash. this morning, his condition has taken a turn. and casey anthony returns to the courtroom. but this time not as a defendant. welcome back to "early start." 31 minutes after the hour. i'm alina cho. >> and i'm christine romans. come on, everybody. get moving. optimism that the country will finally see immigration reform. the president will talk about his plan in las vegas today, and there is a sweeping reform by a bipartisan group of senators that would put millions of undocumented on the road to being citizens, or at least being here legally. chuck schumer says the time is finally right for a deal. >> this will be the year congress finally gets it done.

politics on this issue have been turned upside down. for the first time ever, more political risk in opposing immigration reform than in supporting it. >> joining us now to discuss the proposed plan, congressman joe garcia from florida. he serves on the house subcommittee of immigration and security. we have been here before, sir, we were here in 2010, 2005, 2006, when the only agreement you could get was to build a wall, and the last major, major immigration reform was 1986 when president ronald reagan said we have fixed america's immigration problems. and there were maybe 2 million people in the country illegally then. 11 million now. is this the yore to gear to get and get it done right? >> i think so. i'm very excited about the prospect here. i think the work that's been done by the senators gives us a great framework to start from. where we are working on

immigration reform and had been working toward. i think it puts us in a very good place. and i think you probably will see legislation come out of the senate, most certainly and probably out of the house and we'll have legislation by the end of summer. >> here is the graeme work i guess we're talking about right now. a path to citizenship for people in the country illegally right now. strengthening the borders, improving the tracking of visitors. a large percentage of people in the country illegally simply overstay their visas. >> almost half. >> and a new employment verse ficti verification system. how important for all of these things to be done well, so it's not like 1986, where congress and the president think they fixed it, only to address it 20 years later? >> well, look, without question, countries of success throughout all times are countries that bring immigrants. it's a good sign. a sign of vitality and health of the country. we need to know who is here, why they are here and whether we

want to keep them. we have to choose as americans, not them. so i think in this process, that's what we're going to do. clearly half of the people here, people who overstayed their v a visas, not coming to a border, but who flew in. the other issue we have to look at, is to give discretion back to judges, so they can fix little problems along the way. a huge portion of folks here, almost 5 million, are people who under the old system would have been able to get legalized because they married an american or other reasons would have been given. but because they have committed some act of coming in illegally, overstaying their visa, have to go out of the country and wait years to get back in. obviously, they don't want to do that. they want to be with their families. when we fix this, we'll fix it for long term, and i think the elements are in place, we're in a go ahead place here and we've got to fix this. this is costing us $18 billion.

this is -- more than we spend on drug enforcement, more than we spend on the fbi. and clearly we spend a lot of money, we got net zero right now, but we need a system that works. >> let me tell you, where there seems to be the most consensus and enthusiasm quite frankly is some sort of a plan to allow more people who come here and study for stem science, technology, and math. we have two conversations. some who want a pathway to citizenship, amnesty, but there is more consensus about bringing skilled workers in. do you think that's where you will see the move first? >> let's not overstate that. people educated in the united states -- and the greatest post graduate system on earth. we get people from all over the world. some of the bright people who want to stay, we should capture,
